My Pentium 4 machine Doesn't Boot Up

My Pentium 4 machine has a problem with a red light that always indicates when power is on and then it stops so the computer can not boot to desktop.

My computer is compact and there seem to be so many machines around facing the same problem. Please help me with the solution of this problem and provide any advice that might be of help.
